For virtual deployments, the platform license is free. The revenue model is built on customer service licenses: the Fixed-Term Service License for committed customers, and the Pay-As-You-Go Service License for flexible customers.

What Is the Platform License?
The Platform License is the multi-tenant infrastructure foundation of a TR7 service provider (SP) operation. It includes tenant isolation, the management layer, white-label branding, the partner portal, and the customer self-service infrastructure.
The Platform License is free for virtual appliances — you can stand up zero-cost deployments on VMware, Hyper-V, KVM, Proxmox, AWS, and Azure. Hardware appliances are licensed at the bare-metal layer.
The Platform License alone does not carry customer traffic — a service license is added on top for each customer: Fixed-Term (committed capacity) or PAYG (Pay-As-You-Go). The Active Operations Licence (ActiveOps) is included automatically with every service license.
